Microsoft Unveils Innovative System for Employee Issue Reporting Following Gaza Surveillance Investigation
Microsoft Enhances Reporting Mechanism for Employee Concerns
Microsoft has introduced a new internal mechanism for employees to report concerns regarding the development and use of its technology. This process is designed to parallel the existing system through which workers report workplace misconduct, security issues, or legal matters.
Brad Smith, the company’s President, announced the expansion of the internal “Integrity Portal” to incorporate a new feature called “Trusted Technology Review.” This feature allows employees to raise issues related to the development and deployment of Microsoft’s technology, enabling them to report information or concerns about potential policy violations.
Furthermore, Microsoft is refining its processes to bolster the pre-contract review process for evaluating engagements that necessitate additional human rights due diligence.
These developments come in response to mounting pressure, both internally and externally, concerning Israel’s utilization of Microsoft’s technology in military and surveillance activities associated with the conflict in Gaza.
Despite facing protests and accusations of enabling human rights abuses, Microsoft has reiterated its commitment to upholding human rights principles and affirmed that it does not support mass surveillance of civilians through its technology.
The company acknowledged findings that Israeli military intelligence utilized Microsoft’s Azure cloud for intercepting and analyzing Palestinian phone calls. In response, Microsoft terminated access to specific cloud and AI services used by Israel’s military intelligence agency.
In a recent message, Smith emphasized the company’s dedication to learning from past experiences and applying those lessons to navigate the evolving landscape effectively. Employees are encouraged to submit information anonymously, with Microsoft’s non-retaliation policy safeguarding them.
Separately, reports have surfaced regarding Israel’s cloud agreements with other tech giants, including Amazon and Google, outlining a confidential mechanism that alerts the government to foreign legal orders seeking data. Microsoft’s bid for a similar contract reportedly failed due to its refusal to comply with all of Israel’s demands.
Amazon responded to these claims, asserting that they have no processes in place to circumvent confidentiality obligations on lawful orders.
Smith’s full message, obtained by GeekWire, details the company’s ongoing efforts to enhance due diligence and governance processes, emphasizing Microsoft’s commitment to ethical principles and continuous improvement.

Today, I am pleased to share additional steps aimed at strengthening our due diligence and governance processes. As we continue to learn and evolve, we will keep you informed of further measures.
Microsoft is enhancing its diligence processes by providing employees with an expanded platform to report concerns about the company’s technology development and deployment. The introduction of the “Trusted Technology Review” section in the Microsoft Integrity Portal allows employees to report potential policy violations easily.
Employees can now report information on these topics through the portal, ensuring that any concerns are promptly addressed. The company’s non-retaliation policy applies, and anonymity is guaranteed for those raising concerns.
As part of its ongoing commitment to improvement, Microsoft is also working to strengthen the pre-contract review process for engagements requiring additional human rights due diligence.
Microsoft remains steadfast in its adherence to principles and ethics, continuously learning and applying lessons to navigate the complexities of the modern world. Further updates will be shared as the company progresses on this journey.
