Seattle Mayor Katie Wilson Comments on the Issue

A recent report by the Downtown Seattle Association suggests that Seattle’s prominent tax on large employers has had unintended consequences, with neighboring Bellevue experiencing job growth and economic prosperity that Seattle has missed out on.

According to the report released on Monday, downtown Seattle has seen a decline of approximately 30,000 jobs since 2020, and the taxable value of office buildings has dropped by 48%. In contrast, Bellevue, which does not have a similar tax, has witnessed job growth and a 7% increase in commercial values.

The tax in question, known as JumpStart, was implemented in 2021 and targets the payrolls of Seattle’s biggest employers, including tech giants like Amazon. Despite projections of raising $388 million this year, the tax revenue has decreased due to the loss of high-paying jobs.

Most of the JumpStart revenue, around 70%, comes from a few large tech companies, highlighting the city’s heavy reliance on the tech sector for economic stability.

DSA President and CEO Jon Scholes expressed concerns about the long-term consequences of the tax, stating that it has caused more harm than good to the city’s economy. He emphasized the need for a course correction to attract more investment and create a welcoming environment for businesses in Seattle.

The DSA is not advocating for the complete repeal of the tax but rather suggests offering incentives and temporary suspensions of payroll or business taxes to encourage companies to invest in Seattle. The focus is on diversifying the economy and fostering a more business-friendly atmosphere in the city.

While JumpStart was initially intended to support affordable housing, small businesses, climate programs, and equitable development, budget shortfalls have led to a portion of the revenue being redirected to general government operations.

The impact of the tax on downtown Seattle’s economic trends is a subject of debate, as similar challenges have been observed in other cities without comparable taxes. However, Bellevue’s ability to thrive amidst similar pressures has raised questions about Seattle’s business environment.

Mayor Katie Wilson acknowledged the challenges facing downtown Seattle but emphasized the city’s resilience and competitiveness in the face of external factors such as the pandemic, remote work trends, and shifts in the tech industry.

The key to improving Seattle’s economic climate, according to Wilson, lies in addressing homelessness, enhancing public safety, and creating a more affordable and attractive living and working environment in the city.
