Apple Adjusts App Store Fees in Response to EU Regulatory Pressure

In response to regulatory pressure, Apple has revamped its fee structure for the App Store in the European Union, introducing a more streamlined commission system and unified terms for all developers selling their apps on alternate platforms. This marks the second significant change Apple has implemented in EU app pricing models since complying with the Digital Markets Act over two years ago.

Previously, developers had the option to stick with the existing 15–30 percent commission structure on the App Store or transition to a new program that capped fees at 20 percent, with an additional Core Technology Fee of €0.50 per install for developers exceeding one million installs annually. However, concerns arose over the Core Technology Fee applying to free apps, prompting adjustments from Apple.

Subsequently, Apple replaced the per-install Core Technology Fee with a 5 percent Core Technology Commission and introduced a range of new fees for apps facilitating digital goods or services promotions. These fees include an initial acquisition fee of up to 2% and two tiers of store services fees, catering to different feature requirements.

Amidst the complexity of these fee structures, many developers found it more convenient to remain on the App Store and utilize Apple’s in-app purchasing system. This approach did not go unnoticed by EU regulators, leading to collaborative efforts between Apple and the European Commission to resolve disagreements over business terms and distribution alternatives.

Effective October 1, 2026, Apple will implement a new set of unified terms with four flat commission tiers, offering reduced rates for smaller developers and those in specific partnership programs. The special lower rate will be accessible to developers in the App Store Small Business Program, Mini Apps Partner Program, and Video Partner Program.

Notably, the intricate initial acquisition fee and store services fee have been eliminated, simplifying the fee structure for developers. However, new restrictions dictate that payment options can only be changed annually to maintain consistency and clarity for users.

Furthermore, parental safety controls have been integrated into the updated terms, restricting Kids category apps from linking out to complete transactions and requiring parental approval for users under 18 to use alternative payment methods or website links.

This comprehensive overhaul aims to provide a more transparent and user-friendly experience for developers and consumers alike, aligning with regulatory standards and ensuring a safer digital environment for all users.
