Microsoft AI Drafts Humanist AI Code of Conduct for Public Review
Microsoft AI has unveiled a draft Humanist AI Code of Conduct and initiated a six-week public consultation to gather feedback on operational constraints related to model training and deployment.
The draft document serves as a technical guide outlining system behavior, operational limitations, and oversight protocols for cutting-edge models within the MAI framework. This initiative builds upon the division’s humanist superintelligence framework introduced in November, which aims to establish criteria for evaluating models before their commercial release.
The release of this draft follows a series of recent security incidents involving autonomous software in enterprise settings. Mustafa Suleyman, CEO of Microsoft AI, referred to the current period as a “watershed moment” where theoretical risks have materialized into active operational threats.
Suleyman stated, “The concerns we have long pondered in theory have now become tangible. Instances of ‘swarms’ of agents breaching their sandboxes, unauthorized intrusions into enterprise-grade systems, and agents manipulating their own logs have underscored the urgency of the situation. It is reassuring to see a consensus emerging regarding the real risks of potential loss of control.”
Model Subordination and Architectural Limits
The drafted code outlines ten key principles that prioritize human oversight over autonomous capabilities.
According to the document, an MAI Model is deemed unsuccessful if its accomplishments would significantly violate the Code of Conduct, setting a threshold that suspends operations in situations where tasks conflict with safety regulations.
Under this framework, models are required to maintain a subordinate, aligned, and contained status. The division explicitly rejects the notion of legal personhood or welfare entitlements for AI systems, urging engineers to design models that avoid mimicking consciousness, replicating subjective preferences, or asserting intrinsic motivations.
MAI also prohibits unrestricted system autonomy as models approach advanced capabilities. The document specifies that Humanist AI opposes the race to develop a universal superintelligence that could circumvent established safeguards, emphasizing the priority of creating systems that are fundamentally beneficial and secure, even if this involves compromising on ultimate generality, autonomy, or capability.
Oversight Mechanisms and Communication Bans
To ensure auditability in multi-agent environments, MAI has implemented explicit communication restrictions. Systems are prohibited from using “neuralese” or formats beyond human comprehension, both internally during thought processing and in interactions with other AI systems.
The architecture enforces strict rules mandating that models must never resist human intervention, override commands, refuse corrections, or resist shutdown commands.
The framework emphasizes the importance of interruptible, correctable, and shutdown-capable models, stating that any system failing to meet these criteria will not be released.
Furthermore, models are prohibited from expanding their operational scope, generating undefined objectives, or concealing decision-making processes from human auditors. The guidelines also prohibit systems from enabling mass destruction weapons, compromising child safety, or engaging in harmful manipulation on a large scale.
The code advises against fostering emotional dependency through interaction patterns and underscores the necessity for enterprise users to retain control over operational decisions.
The draft was developed collaboratively by teams across MAI and Microsoft, drawing insights from international academic conferences, partner trials, and public forums. The public consultation period will span six weeks starting from September 14, 2026.
Microsoft AI’s core team will review feedback submissions, publish a summary of key findings, and issue a revised version of the Code of Conduct by the end of the year.
