How SAP is modernising HMRC’s tax infrastructure with AI

HMRC Partners with SAP to Revamp Tax Systems with AI Integration

HMRC has recently announced its collaboration with SAP to revolutionize its core revenue systems by incorporating AI technologies into the UK’s tax administration strategy.

This strategic decision marks a significant shift in the public sector’s approach to automation. Instead of simply adding AI tools to existing infrastructure, HMRC is opting to completely overhaul its architecture to seamlessly support machine learning and automated decision-making processes.

The primary focus of this AI-driven modernization initiative is the Enterprise Tax Management Platform (ETMP), a crucial technological backbone responsible for managing an annual tax revenue exceeding £800 billion and supporting over 45 tax regimes. By migrating this infrastructure to a managed cloud environment through RISE with SAP, HMRC aims to streamline a complex technology landscape relied upon by tens of thousands of staff members daily.

Efficient machine learning necessitates unified data sets, a challenge often hindered by fragmented on-premise legacy systems. As part of this transformation, HMRC will incorporate SAP Business Technology Platform and AI capabilities to expedite insights generation and automate various processes within tax administration.

SAP Sovereign Cloud: Ensuring Compliance with Local AI Regulations

Deploying AI in heavily regulated sectors like tax administration demands stringent data governance protocols. HMRC plans to host these new capabilities on SAP’s UK Sovereign Cloud, ensuring compliance with local data residency, security, and regulatory requirements while leveraging cutting-edge AI tools.

Leila Romane, Managing Director UKI at SAP, emphasized the significance of modernizing critical national platforms and hosting them on a UK sovereign cloud to enhance resilience, security, and sustainability of vital infrastructure.

Leveraging AI for Tax Infrastructure Modernization

The overarching goal of this modernization initiative is to enhance taxpayer interactions by reducing friction. SAP and HMRC are collaborating to develop new AI capabilities specifically aimed at improving user experiences and optimizing decision-making processes.

This collaboration underscores the importance of seamless data accessibility for operational value. By providing HMRC employees with enhanced access to analytical data and a more user-friendly interface, the partnership facilitates real-time analysis and reporting, leading to more responsive and transparent experiences for taxpayers.

This project with SAP highlights the infrastructure challenges associated with AI adoption, emphasizing the importance of establishing a secure cloud foundation before scaling automation efforts. For business leaders, this underscores the critical need to address technical debt and data sovereignty to facilitate effective AI implementation in highly regulated sectors like tax and finance.
