Cycloid Secures Spot in European Commission’s €180 Million Sovereign Cloud Framework after Successful Series A Funding Round

In a significant development, Cycloid, a French Internal Developer Portal and Platform company, has been selected by the European Commission (EC) to serve as the developer-facing portal for its new sovereign cloud framework. This partnership will provide up to 5,000 developers across the EC with unified access to cloud services from four European providers.

The announcement, made on 17 April 2026, unveiled a six-year, €180 million framework that grants EU institutions, bodies, and agencies access to cloud services from the following European providers: Post Telecom in collaboration with CleverCloud and OVHcloud; STACKIT; Scaleway; and Proximus alongside partners S3NS, Clarence, and Mistral.

This milestone marks a significant step in Cycloid’s expansion journey following a successful €5 million Series A funding round in February 2025. Led by Reflexion Capital with participation from five French angel investors, the funding brought Cycloid’s total funding to €8 million. The company had indicated that the investment would support its growth across Europe and its expansion into North America.

Cycloid has been actively expanding its presence in Europe through strategic partnerships. Notably, the company entered into a strategic agreement with DACH-based services provider cloudXcelerate to bring its platform to businesses facing cloud migration challenges across the region.

Founder and CEO of Cycloid, Benjamin Brial, emphasized the importance of freedom and flexibility in a sovereign cloud framework. He stated, “A sovereign cloud framework is only as sovereign as the choices it leaves open. The European Commission has set a new bar for what cloud sovereignty means in practice, now it is important for developers to use the framework in the real world, with the freedom to move between providers and enjoy the capability to build a portal that fits their needs. That’s precisely what Cycloid has been built for.”

Founded in 2015 by former Red Hat cloud executive Benjamin Brial, Cycloid specializes in developing technology that centralizes access to infrastructure, cloud services, automation, and developer tools. The platform enables organizations to create self-service environments for developers while maintaining governance, security, and cost controls across different infrastructure providers.

Instead of operating separately across each provider, developers at the Commission will now have the convenience of using Cycloid as a common interface for accessing and managing services available through the framework.

The agreement between Cycloid and the European Commission builds upon an existing relationship. The Commission had previously operated an internally developed portal for nearly a decade before transitioning to Cycloid around a year ago. The platform now seamlessly connects teams, tools, infrastructure, and automation across the Commission’s IT environment.

Cycloid’s Internal Developer Portal offers platform teams the flexibility to configure the environment based on an organization’s security, governance, and infrastructure requirements. Developers can leverage this self-service environment to design, deploy, and manage applications and infrastructure across private cloud, public cloud, and sovereign cloud environments.

This approach aims to eliminate the need for institutions to create and maintain bespoke developer portals internally. Cycloid also supports official and custom plugins, allowing organizations to integrate the portal with existing IT tools without disrupting their wider technology stack.

The multi-provider approach adopted by Cycloid aligns well with the Commission’s sovereign cloud strategy. The framework was designed to diversify suppliers and reduce reliance on a single cloud provider while introducing sovereignty requirements for services procured by EU bodies.

Cycloid’s platform is designed with portability in mind, enabling EC entities to utilize a single portal while choosing between different European providers, private infrastructure, public cloud environments, or on-premise systems based on individual workload requirements.

Additionally, Cycloid and the European Commission have signed a strategic agreement that designates Cycloid as a pre-approved software supplier through the Commission’s DIGIT software broker. This allows other EU public institutions to procure Cycloid’s technology under negotiated rates and terms compliant with EU regulatory requirements.

This latest agreement with the European Commission presents a significant opportunity for Cycloid in the public sector as it continues its international expansion supported by the previous year’s Series A funding. The partnership positions the startup at the forefront of a broader European trend towards sovereign and multi-provider cloud infrastructure, where the flexibility to move workloads and developer services between providers is increasingly crucial.
