In July 2024, Canada became an associated nation in Horizon Europe and the first non-European country to engage in the SAFE (Security Action for Europe) initiative.

Amid geopolitical tensions and global competition for critical resources, PRIMA Québec emphasized the role of critical and strategic materials in developing dual-use technologies for civilian and military applications. Emphasized priorities included enhancing international collaboration in research and innovation and supporting Quebec’s collaborative defense and security innovation ecosystem.

To strengthen and coordinate the defense innovation ecosystem, Quebec relies on Sector-Based Industrial Research Clusters (RSRIs), bringing together organizations for collaborative research. CRIAQ, PRIMA Québec’s counterpart, leads nine RSRIs focusing on defense and national security, aiming to strengthen Quebec’s collaborative defense research and development ecosystem. This collaboration will facilitate joint projects, accelerate the adaptation of dual-use technologies, and convert Quebec’s scientific excellence into practical defense solutions.
