The White House has taken a significant step towards enhancing the security of the nation’s bulk-power system by issuing Executive Order 14420. This executive order is aimed at addressing security risks within the electrical infrastructure supplied by foreign entities. By invoking the International Emergency Economic Powers Act, the administration has declared a national emergency to tackle vulnerabilities in the bulk-power system. The directive prohibits the purchase, import, or installation of foreign-made power equipment and its core operating software if they pose a threat of digital backdoors, unauthorized remote control, or physical disruption to high-voltage transmission networks.
Mandates and Regulations for Enhanced Security
Under this order, the Department of Energy has been granted primary supervisory responsibility, allowing it to work in conjunction with the Department of Defense and the Department of Commerce to develop specific regulations and oversee industry compliance. Energy officials have a 120-day window to assess existing equipment, compile a list of approved vendors, and identify high-risk suppliers. Federal agencies will devise a systematic approach to isolate, monitor, or replace risky foreign technology over time, while also adjusting procurement standards to prioritize American-made components.
