Empowering AI and Robotics: Arm Unveils Total Design Framework
Arm recently unveiled Arm Total Design for Physical AI, in conjunction with a new robotics framework aimed at establishing universal standards for automated systems. This initiative is crucial for industries such as mining, agriculture, manufacturing, and global transport, which collectively contribute trillions of dollars to the economy. By the 2030s, these sectors are expected to present a $200 billion annual compute opportunity.
To combat engineering fragmentation within these industries, Arm has gathered over 80 partner organizations spanning software, hardware, and AI. Notable participants include AWS, ECARX, Hugging Face, Liquid AI, NXP, PlusAI, PSYONIC, QNX, Qwen, Siemens, and Unitree Robotics.
The primary focus of this initiative is on physical systems that integrate AI models, runtime software, compute silicon, sensors, and actuators to perceive, analyze, and act in various operational environments. Standardized baselines are crucial for hardware manufacturers and software developers to mitigate integration risks, optimize compute workloads, and transition from proof-of-concept trials to large-scale deployment.
Arm standardizes capability tiers for robotics systems
The field of robotics currently lacks a standardized method to describe, compare, and communicate system capabilities, as noted in an architectural manifesto published by Arm’s chief architect, Richard Grisenthwaite. This lack of uniformity makes designing, integrating, and scaling robotic systems across industrial deployments a challenging task.
In response to this issue, Arm has introduced the Robotics Capability Framework, serving as a collaborative starting point for a shared technical language, inspired by the SAE Levels used in driving automation. This new framework categorizes robotic systems into progressive tiers of operational sophistication, spanning from reactive setups to context-aware, cognitive, and self-improving systems.
Each capability tier correlates real-world use cases with machine behaviors, outputs, and hardware limitations. These criteria set the parameters for system latency, compute allocation, memory usage, power restrictions, determinism, and safety protocols.

Arm has developed the initial baseline of the framework with input from various entities within the robotics sector. Contributing organizations include Anaxi Labs, ANYbotics, FMC³ Robotics, Fourier, GALBOT, Gravis Robotics, Lenovo, McKinsey, and Robotec.ai.
Virtual platforms accelerate pre-silicon automotive physical AI development
Arm Total Design for Physical AI expands on a collaborative development structure previously utilized for cloud AI infrastructure. This program integrates AI models, virtual platforms, digital twins, sensors, compute silicon, and software stacks to facilitate early development and testing phases.
Both autonomous transport and robotics encounter similar technical demands related to sensory perception, AI processing, real-time control, safety, and energy-efficient computing. Arm has demonstrated this collaborative approach in the automotive realm alongside AWS, Google, HERE, RemotiveLabs, and Siemens.
Participating automotive companies have jointly created an integrated digital cockpit reference solution. This environment enables software engineering teams to craft, assess, and validate intricate automotive software on the Arm Zena CSS platform prior to the availability of physical silicon.
Arm is currently seeking technical contributions from the broader engineering community to expand the Robotics Capability Framework as physical AI implementations progress.
