Public procurement in the European Union is a significant driver of the economy, accounting for about 14% of the EU’s GDP, which amounts to over €2 trillion annually. The CEDAR project, short for Common European Data Spaces and Robust AI for Transparent Public Governance, is an initiative under Horizon Europe set to run from 2024 to 2026. Its primary goal is to transform the entire lifecycle of procurement data management by harnessing advanced artificial intelligence (AI) and the transformative capabilities of Common European Data Spaces (CEDS) to ensure that public funds are spent accountably and effectively.

Transitioning from Fragmented Data to FAIR Intelligence

One of the main challenges in public governance has been the siloed nature of data rather than its scarcity. Procurement information such as notices, awards, and invoices are often scattered across numerous regional portals in different formats, from structured databases to unsearchable PDFs. CEDAR addresses this issue by implementing a robust data management cycle based on the FAIR principles (Findable, Accessible, Interoperable, and Reusable). Through a sophisticated DataOps and MLOps pipeline, the project automates the ingestion, cleaning, and harmonization of data from diverse sources. By utilizing a focused ontology and a knowledge graph that connects tenders, bids, and stakeholders, CEDAR establishes a ‘common language’ for procurement, enabling semantic comparisons of contract awards across different European regions.

The system leverages explainable AI (XAI) and graph-based data modeling to uncover patterns that may go unnoticed by human observers, triggering automated alerts for further scrutiny by public authorities. This shift from random sampling to evidence-based risk management allows CEDAR to flag indicators such as single-bidding, purchase splitting, bid rotation, and tailored tenders that favor specific contractors.

Empowering Collective Intelligence through Common European Data Spaces

CEDAR aims to act as a bridge to the Public Procurement Data Space (PPDS) and other sectoral spaces like the European Health Data Space and the Green Deal Data Space. Progressing Towards Enhanced Transparency

In its final year, the CEDAR project, a collaboration of 30 partners including research institutions, technology leaders, and NGOs, is validating its technologies through impactful pilots in Italy, Slovenia, and Ukraine, focusing on the healthcare sector and medical supply chains. By the end of 2026, CEDAR aims to have disseminated innovative AI-driven indicators and high-quality procurement datasets, laying the groundwork for the EU’s Digital Decade 2030 objectives.
