Government ministries are implementing Google Cloud generative AI solutions in municipal agencies to streamline council planning processes. The UK government aims to construct 1.5 million new homes by 2029, but administrative delays hinder progress. To combat this issue, the Ministry of Housing, Communities and Local Government (MHCLG) and the Department for Science, Innovation and Technology (DSIT) have expanded machine learning tools to enhance municipal operations.

At the Google Cloud Summit London, Lila Ibrahim, Chief AI Readiness Officer at Google DeepMind, highlighted the collaboration with local councils to develop advanced planning tools. These tools, including the ‘Extract’ application and the ‘Augmented Planning Decisions’ (APD) prototype, aim to automate and accelerate decision-making processes.

The ‘Extract’ tool, developed internally by MHCLG and the Incubator for AI (i.AI) team, converts legacy PDF records into structured digital datasets in minutes. This automation significantly reduces manual data entry time, allowing planners to focus on more complex tasks. The government hosts the Gemini models on Google Cloud to ensure data security and compliance.

The APD system automates key administrative tasks for planning officers, such as consolidating documentation, assessing compliance with zoning laws, summarizing stakeholder objections, and generating evaluation reports. However, human officers retain final decision-making authority, and the software records processing steps for accountability.

The APD prototype is undergoing testing in three local authorities before scaling to all English councils by 2027. This collaborative effort between public sector administrators and tech partners aims to streamline planning processes and improve decision-making efficiency. The successful integration of these systems showcases the potential of advanced AI tools in modernizing public service delivery.
