OpenAI Launches Applied AI Lab in Singapore
OpenAI has announced the establishment of its first Applied AI Lab in Singapore, marking its expansion outside the United States. This initiative, known as OpenAI for Singapore, is a result of a collaboration with the Ministry of Digital Development and Information, underpinned by a significant investment exceeding S$300 million.
The lab’s presence in Singapore is expected to generate over 200 technical roles in the country over the coming years. In addition to creating local jobs, OpenAI plans to designate Singapore as one of its global hubs for forward-deployed engineers who will collaborate with various organizations on AI implementation. The lab’s projects will focus on Singapore’s AI Mission priorities, which encompass public service, finance, and digital infrastructure.
Emphasis on Deployment and Talent Development
OpenAI will collaborate with government bodies and local partners to enhance education and workforce initiatives within the Ministry of Education and GovTech. The company aims to provide support to educators through a dedicated Singapore chapter of the OpenAI Academy, participate in the National AI Impact Programme, and host Codex for Teachers hackathons.
Furthermore, the partnership includes plans to engage with local entities on accelerator programs tailored for AI-centric startups. Workshops will be organized for micro-entrepreneurs and small businesses, focusing on the utilization of AI in operational and customer service realms.
Chng Kai Fong, Permanent Secretary for Digital Development and Information, emphasized Singapore’s commitment to fostering new sectors, attracting global tech companies, and ensuring that the workforce is equipped with the necessary skills to thrive in the AI era.
Singapore Enhances Agentic AI Framework
Singapore has recently updated its governance framework for agentic AI, introduced by the Infocomm Media Development Authority at the World Economic Forum in January 2026. Building upon Singapore’s earlier Model AI Governance Framework from 2020, the updated framework offers guidance on the responsible deployment of AI agents, including measures to mitigate risks associated with agentic AI.
The revised framework incorporates feedback and case studies from over 60 organizations, including industry giants like AWS, DBS, Google, and Salesforce. It now addresses risks related to multi-agent systems, third-party agents, automation bias, and human accountability. Additionally, the framework presents more than ten case studies demonstrating how organizations have implemented its recommendations.
Illustrative Case Studies Highlight Governance Measures
One notable case study revolves around Dayos, a Singapore-based enterprise AI automation firm with operations in the United States. Dayos developed an AI-driven ticketing agent for internal IT requests, capable of autonomously handling certain tasks and escalating others to human intervention when necessary.
Another case study contributed by Tencent focuses on CodeBuddy, an agentic AI coding system designed by Tencent Cloud. CodeBuddy enables natural language-based code planning, writing, and deployment, with predefined defaults and configurable permissions. Human approval is mandated for critical actions to ensure oversight and control.
GovTech Singapore’s case study showcases the implementation of agentic coding assistants within the government sector, emphasizing controlled deployment, stringent monitoring, and proactive security measures to safeguard against potential threats.
