AI Lobbyists Make Waves in Washington During Busy Summer

The summer of 2025 saw a surge in lobbying activities by prominent AI companies, with Anthropic, OpenAI, and Nvidia all reporting their highest spending quarters between July and September, according to federal disclosures.

Among the trio, Nvidia led the pack with a spending of $2.2 million, followed closely by Anthropic at $2.1 million and OpenAI at $1.5 million. While these figures may not be surprising compared to established Big Tech players like Microsoft and Google, they underscore the growing importance of policy shaping for AI firms.

In its lobbying efforts during the third quarter, Anthropic focused on a range of legislative and executive topics, including provisions in the Kids Online Safety Act, export control measures in the AI Overwatch Act, and issues related to energy costs for data centers under the Ratepayer Protection Act.

AI companies are becoming increasingly active in policymaking

OpenAI’s lobbying initiatives appeared to be a response to fallout from the Hugging Face attack, as the company engaged with various stakeholders on cybersecurity evaluations for advanced AI models, safety oversight frameworks, and antitrust measures for information sharing. Nvidia, on the other hand, lobbied on a diverse set of issues, including 6G networks, responsible AI design, competition policies, quantum computing, and export control regulations.

Apple also made headlines with its lobbying efforts, spending a record $3.1 million in the quarter. The tech giant focused on intellectual property rights, tariffs, online safety for children, competition concerns, and domestic semiconductor manufacturing. Notably, Apple advocated for legislation requiring app stores to verify users’ ages, marking its first quarter with lobbying expenditures exceeding $3 million.

The disclosures highlight the increasing involvement of leading AI companies in shaping policies, especially as the midterm elections approach. OpenAI’s lobbying expenditure surpassed $1 million in a single quarter for the first time this year, while Anthropic and Nvidia also set new spending records. With issues like data center development and AI safety gaining prominence, the influence of AI lobbyists is expected to grow regardless of the political landscape.
