The United Arab Emirates Leading the Way in Artificial Intelligence Adoption

The United Arab Emirates (UAE) has been at the forefront of embracing artificial intelligence for nearly a decade. In October 2017, the UAE unveiled a national AI strategy and established a ministerial post dedicated to overseeing it, appointing Omar Sultan Al Olama as the world’s first minister of state for artificial intelligence at the age of 27. Since then, the UAE has made significant strides in developing digital identity, sovereign cloud, and data-sharing frameworks that many other governments are still in the process of acquiring.

The true test of the UAE’s AI initiatives has just begun. Over 100 federal officials recently participated in a workshop to kick off the strategic phase of the UAE’s agentic AI project. This national program aims to transition half of the federal government’s operations, services, and tasks to agentic AI models within a two-year timeframe. The workshop, organized by the National Committee for the Agentic AI Project, focused on setting implementation priorities, establishing timelines, and creating frameworks to identify government tasks suitable for autonomous agents.

The classification of tasks is a critical component of this endeavor. While the UAE possesses advanced computing capabilities and a sophisticated AI-powered performance system, the challenge lies in defining the boundaries between tasks that can be autonomously executed by a system and those that require human intervention.

Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, described the workshop as the initial step in deploying AI models across government operations. The program is structured around seven key pillars, including strategy, foresight, policies, governance, performance, competitiveness, and innovation. The workshop also addressed performance metrics and strategies to prevent redundant deployments across entities.

Two Perspectives on the Project

The workshop emphasized a core principle: human leadership with AI support.

While the project was introduced with a focus on autonomous AI models, Sheikh Mohammed bin Rashid Al Maktoum highlighted the importance of human oversight in the implementation phase. The coexistence of autonomous execution and human supervision is crucial for managing a diverse portfolio of tasks. The development of classification frameworks aims to bridge the gap between these two perspectives and clarify accountability for decisions made by autonomous systems.

The UAE’s proactive approach to AI in government sets it apart from other regions. By setting a clear target and timeline for the deployment of agentic AI models, the UAE will provide valuable insights into the impact of AI on government services, workforce, and error rates within the next two years.

The Significance of Scale

Oversight of the AI initiatives falls under the purview of Sheikh Mansour bin Zayed Al Nahyan, with a taskforce led by Mohammad Al Gergawi, Minister of Cabinet Affairs. The Cabinet has approved the initial batch of government services to incorporate agentic AI tools, accompanied by an extensive training program for 80,000 federal employees. Additionally, a national AI healthcare policy and frameworks for digital records and data sharing have been established to streamline government operations.

The UAE’s methodical approach to AI implementation has garnered attention beyond the Gulf region. While other governments are still formulating AI strategies, the UAE’s proactive stance sets a precedent for the adoption of agentic AI models in government functions. The upcoming publication of task classification frameworks will provide crucial insights into the decision-making processes delegated to autonomous systems by the government.
