EU Approves €288m Investment to Boost Semiconductor Supply Chain Resilience
Germany Receives Approval for €288m State Aid for Semiconductor Projects
Recently, the European Commission cleared €288m in State aid from Germany to support two new semiconductor supply chain projects aimed at bolstering Europe’s chip manufacturing resilience. The funding will be allocated to Carl Zeiss and Zadient Materials Europe GmbH to establish new production facilities in Germany.
Carl Zeiss will receive the majority share of €222m to expand semiconductor equipment manufacturing in Oberkochen, Baden-Württemberg. On the other hand, Zadient will receive €66m to support the construction of an ultra-pure silicon carbide (SiC) facility in Bitterfeld, Saxony-Anhalt. These investments are part of Europe’s broader strategy to reduce reliance on foreign suppliers in the semiconductor supply chain.
The European Commission emphasized that these projects align with the goals outlined in the European Chips Act and the EU’s 2024-2029 political strategy. The aim is to enhance supply security, increase specialist manufacturing capacity, and boost Europe’s competitiveness in advanced chip production.
Teresa Ribera, Executive Vice-President for Clean, Just and Competitive Transition, highlighted the significance of these projects in strengthening the EU’s position in the semiconductor value chain and fostering innovation to support Europe’s technological leadership.
Zeiss Focuses on Next-Generation EUV Technology
Germany notified Brussels about Zeiss’s “HNA@SCALE” project, which concentrates on advancing next-generation extreme ultraviolet (EUV) optical columns essential for EUV lithography machines used in cutting-edge semiconductor manufacturing. This technology is crucial for producing advanced chips utilized in various sectors like artificial intelligence, high-performance computing, and autonomous driving systems.
The Commission approved the Zeiss funding in the form of a direct grant, emphasizing the importance of domestic production capabilities in the semiconductor supply chain to enhance strategic control over this vital industrial ecosystem.
Zadient to Produce Ultra-Pure SiC
The second approved project, Zadient’s “Sic-Pro” initiative, aims to establish a European factory for ultra-pure SiC semiconductor source materials. SiC is increasingly vital in power electronics and next-generation semiconductor applications due to its efficiency and heat resistance. The project will implement a circular production system to enhance material quality, reduce energy consumption, and lower operating costs.
Furthermore, the initiative seeks to strengthen Europe’s semiconductor supply chain by reducing dependence on imported raw materials and enhancing regional manufacturing capabilities.
Germany’s Continued Investment in Semiconductors
These approvals mark the third and fourth projects selected under Germany’s funding call for innovative investments in the European semiconductor value chain. Both Zeiss and Zadient have committed to measures aimed at generating wider economic benefits within the EU semiconductor sector, such as collaborating with universities, expanding workforce training programs, and prioritizing customer orders during supply shortages.
The companies also agreed to share project-related profits with Germany if returns exceed expectations, showcasing their commitment to fostering a self-sufficient semiconductor supply chain in Europe amidst increasing global competition and concerns over chip security.
